shipping charges added for same city buyer while supplier has given free shipping within city - why?

I am trying to do a purchase with a seller from the same city who has mentioned NIL shipping charges for deliveries within city but I notice that I am being charged shipping charges on my purchase summary on EBAY - why is this?. Please advise.
