Ebay Keeps Final Value Fees for unpaid items, unless we raise a case

I dont understand why ebay keeps "Final Value Fees" on unpaid items. I dont understand why should they charge sellers for unpaid items. I dont understand why they need us to raise a case against such items, Ebay CHEATS. EBAY SUCKS
