By the way, you did a follow up to the seller's feedback they left you.
You did not leave negative feedback for them. You need to go the the not
as described process and then leave negative feedback for the seller.
You should take time to read ebay's...
You don't send a bill. The item should have been paid for before you
send the item. You can send a package list which shows the items
purchased but you do not send a bill.
Why did you send the item if you haven't been paid? You may never get
paid if you do that. Read the selling policies:

multiple posts. It is not clear what type of claim you are referring to.
Does it have to do with you purchasing an item? Did you file an item not
