Seller refusing shipping even when country is serviceable in description

This post relates to my previous post. I up and messaged the seller itself asking for clarification on the whole process. They said that they ship in USA and Canada only. But in the product page, under the shipping details, my country India is listed as a serviceable destination with "ebay international Shipping " written on it. 

What does this mean? How do I go about now? If Ebay handles shipping where do I track my package and other stuff?
