asking refund before time

 

I have descriped in item description page as follows:

 

Refunds / Returns

 

We offer Full Refund if the order is not delivered to the customer within 35 working days from the date of dispatch. Working days does not include Saturdays, Sundays and Govt. Holidays. We will re-ship it or refund.

 

Shipping and Handling

 

The item will be dispatched through India post- Registered Airmail from India in 5 working days after receiving cleared payment through paypal. It will take around 14-30 working days in shipment from the dispatch date. It depends on postal service, customs clearance etc.

 

We But a buyer wants to get refund before mentioned time in description, and wants to open paypal case. He says he has not received item. What is right solution (I asked him to allow enough time, if not received I will refund)
