Seller is not confirming to eBay for refund, what should I do next?

Hi,  I bought an item that is not functional and when contacted Seller, he asked me to send it back. 

It was  MI power bank, worst quality. I contacted eBay for refund but they asked me to request a seller,  to confirm to eBay for refund via email. I wrote a mail to the seller keeping eBay in cc but no response from Seller. 

I wasted  my money,time , effort. What do do to get my refund?

Hi,
Refund does not work that way.
You need to raise a claim against the item, ebay will contact you for more details and if approved you are eligible for claim.
And then you return the item to seller, remember to keep courier receipt.
Once seller receives you will be refunded by ebay to the same account.
