eBay limits the sale of refurbished goods-> invitation only (Pre-approved sellers)

Tried to LIST a Refurbished phone... got below error ;(

eBay limits the sale of refurbished goods and listing such goods is through invitation only (Pre-approved sellers). In case, we want you to list refurbished goods our team will contact you.

There is not clearity given from ebay india on this and all of a sudden the listings went offline. My request to ebay india is to please publish a policy document for "refurbished good" and also please inlighten sellers like me to meet complaince requirements. Knee Jerk category blocking like these creates bad experince.
