What happens when seller and buyer are not cheating but the delivery company/person is?

I have heard stories about buyers getting empty boxes or bricks. There may a situation where seller shipped correct product but during the delivery/shipment the delivery worker changed it and shipped empty box or filled the package with bricks and as such...
In this situation buyer and seller are telling the truth. Buyer will probably get refund (most likely)
Does the seller get refund or anything from eBay for this ?   Or he has to suffer losses ?
And If a phone gets stolen like this to whom against we should file a complaint exactly and will it be any useful to find theif?

If your product has been changed during delivery then there is nothing you can do about it. Buyer will get refund while Ebay will reject yours.

If your phone gets stolen in such manner then file police complaint. Don't name any person. Make sure you provide them IMEI number of the phone stolen. Police will track it and find out.
