What action to be taken for fake buyer placing COD order.

Since COD has been made mandatory I have had to ship a consignment og huge order. I contacted the buyer before dispatch and he said he wanted the order, now he has refused to accept the order and its now being returned.

Is there any action to be taken against the buyer as per eBay policy? As COD is mandator I shipped the item and now I am having to pay for the shipping. Now who will refund me for the shipping charge and how to stop such buyers?

i dont think if there anything we can do ..7 out of 10 COD ordered get returned even after we confirm buyer about the order .its a pain that expensive items get stuck for days ..i dont know this kind policy where will take us .
