VAT Not added automatically in Checkout

Hello eBay Community Members !

I am using the VAT Table in the preference section of My eBay.
I have charged VAT as 4% for all states in India.

But when the buyer checkouts, the VAT displayed to them is 0%. Then later when i ask the buyers for the 4% VAT, they mention that they didnt see anywhere mentioned about the VAT in the checkout page.

Please suggest, how shall i resolve this issue as its sums up to a great loss for me.

As most members have mentioned Ebay should check the anticidents of the seller and also check if the seller has registrations required to do business in the form of tax registrations etc.
Otherwise the buyers sometime pays the money for a product shown (the photo/Picture) on the site and gets a totally different product interms of looks it remains same but the quality is not it is a duplicate or a counterfeit piece.
In some cases after making a bank payment to the seller the response from the seller stops and then the buyer has to make umpteen number of reminder calls spending his money as his money is stuck.
Ebay should do something about this.
