My Question to eBay CS 1: The buyer has requested delivery of the product (paid by Paisa Pay) to an alternative address. Shall i ship the product to the alternative address?
CS Reply 1: After reading your email, I am very interested in your situation and would like to investigate this further. If not too much trouble can you please send me documentation of any email communication you have had with this member .. ...
My reply: The buyer actually wants shipping to his office instead of the residence address and there is some octroi problems as well at this current location. (also attached headers as requested)
CS Reply 2: I have reviewed the information that you have sent in regarding and at this point find that we do not have enough evidence to show that the member has violated any eBay rules.
My reply: My QUERY is that CAN I SHIP The product to the new address given by the buyer?

However, if you are ever concerned about an item being lost during shipping or not arriving at the buyer's registered address, you should consider using a service that provides tracking information ... blah blah ... If the package you send was lost by the shipping company or arrived damaged, it is not covered by eBay's fraud protection program. These claims are treated by eBay as a member-to-member conflict.
Now i hope some one can guide me here at least !!
