I am being charged Rs1 whenever i am relisting items

I Don't know what to explain here, but when ever i am relisting any ended item, i am being asked by ebay for fees. what is it ?

and how to get rid of it.

Hi, For every new Item Listed or Re-Listed there is a Listing Fees of Rs.1

I have subscribed ebay shop but still ebay is charging re.1.00 for relisting of every item where as i was told and it is given on fees structure also that "no relisting" fees will be charged if you open a ebay shop.
