Raj,
this is true.
But still, don't you think that a person, purchasing an item from us, spending his/her money, deserves to get what he has paid for.
For instance, lets just take an offline scenario.
1) Lets say you go out in the market and purchase a glass of Juice. Now the vendor, gives juice of spoiled fruits for the reason, the last customer he sold his juice to, drank all the juice and demanded his money back because he didn't like it as per his expectations else he will call the cops. Does the last customers bad experience gives him the right to spoil your experience?
2) Same scenario, you & the juice vendor. This time juice vendor treats you very rudely, because cops are troubling him and asking him to adhere with the rules and regulations and close the shop by 8 PM. Does this gives him right to be rude with you.
Now just replace the juice vendor with you, police with eBay, good customer as your good customer and bad customer as your bad customer.
I know this all sounds very fancy, but just think about it, why to spoil a buyers experience because previous buyer spoiled ours. and may be the reason behind bad buyer is same, some "fly by night seller" spoiled his experience.
My idea is, to give buyers full worth of their money and if possible give them some thing extra.
