How do I block fake bidders on eBay India?

I have been trying to sell a Smartphone on eBay India.

A couple of acutions have completed successfully and the bidding goes up to a certain amount. However, after auction close, “highest” bidder refuses to communicate or pay. Same with Second-highest bidders.

eBay doesn’t seem to penalize such non-serious/frivilous bidders and I am unable to block buyers with on eBay history from bidding

Same story here, trying to sell iphone 5s for few days, highest bidder doesn't pay and ebay doesn't care.  this whole thing is a joke look at this listing, it's another joke. people bidding 252,000 for a used iphone 6

its very true ebay have no solution for fake buyers and bidders but they got easy solution for seller if you ask or report any thing your account will be suspened with in few mins so please be quite or ready to face account suspension

bhai yaha na seller or na he buyer ki chalti hai yeh fake ebay.in hai yaha sirf fake customer support ki chalti hai
