Can eBay play the role of online outlet of a manufacturer?

Any manufacturer selling goods through the physical shops is eager to expand his sales into online. Instead of setting up an online shop with own payment gateway, can a manufacturer use ebay as an online outlet? Any ebay policies that encourage/prevents such a possibility? Any thoughts friends?
