I have been selling on ebay for 10+ years. But recently for below transactions, my account was restricted. Orders and Reason for INR case is given below.

All the orders above were refunded.
As you can see from tracking info, i always ship on time the non delivery was for a reason beyond my control,either buyer refusing delivery or war,
Corrective actions I will take: Will not ship to countries where war is going on. Also I will use eBay Global Shipping to ship all items.
I will take this restriction as one time warning and abide by INR policy.
