refund claim for a failed transaction

Hi Everybody,

On 24th Oct, 2014 I placed 2 orders for item no: 381027136361. The first order was unsuccessful, but the amount of Rs 3599.10 (price after applying a coupon) was deducted from my bank account. Failing which i placed the 2nd, and was successful.

The bank details of the failed transaction is as follows: SBI Netbanking. Transaction Ref. No. IG00COVCN1 for Rs 3599.10 24-10-2014 10:42:59

Now from 24 Oct I can't get into Ebay's customer care, either phone lines are busy or the estimated wait time is around 30mins or so, waited for 30 mins to speak with their customer care, after being frustrated by sending emails after emails. Still no luck..

My first experience of buying in Ebay is that you pay double and get a single item.
Though the site guarantees of what not.. but money is lost..

Neither i've a single email replied within 48 hrs, nor could i raise a ticket for refund.

If you guys can give a solution or provide other means to communicate with ebay regarding this problem, please suggest. If you can't help please keep shut. No similar stories, no case studies, n no consolations.. plz
