What shuold i do if the Seller is not pay me back ? , E bay.com paisa pay is also not responding now

I bought an I phone from ebay.com. after paying them i under stood the product is not worth after paying custom duty so send back the phone , seller also accepted the return , it took mostly 3 week to rech there after senting back ebay send me a mail saying this trandsaction is closed , with out informing me what about my mony the seller is alsonot responding now

I too faced similar problem when I purchased a microsoft lumia 535 for my friend. Tomorrow I am filing a case in consumer court

in chennai. I already approached consumer portal government of india and they directed to file a case in chennai.
