My refund is not approved against fake shipment by fraud seller

I purchased a item on ebay but seller provide fake shipment no. which never tracked once a time, when talked to courier service they said invalid shipment no.
When i raised a claim for item not received ebay put my refund on hold. Ebay know everything that item is really not shipped now i have to struggle for my refund. Paisapay id 43780952398. Claim id. 2368110.
In future i will not buy any thing from ebay and never recommend to other people for buying items on ebay if my claim will not done in favour of me or froud seller given the money for his fake shipment no. I mailed the seller but he didnt reply and mobile is always switch off.

I also chested by seller antiquediamond1-9 of Delhi.Never by from that cheater any item.Ebay also not sulved my claim no-2526607.
