Contact the buyer and ask for the full detailed address. Clarify with him that you are going to ship the item again.
If the buyer doesn't provide the complete address, don't ship the item.
Wait for a week, if the claims department doesn't call you, call them and tell them you can't ship because the address is incomplete.
