ebay contact support email is not working

Has any one used ebay contact support email for sending message by pressing "submit" button after filling all the field ? I tried 50 times but it never worked.Just after completing all relevant fields it asks to click "Submit" button. After clicking submit it gives an error "A problem was encountered attempting to send your message. Please try again" I tried and tried but never succeded. Discussing with ebay team they say this is the only media to contact us and no bothered because complaint is not being registered through this link. Earlier I felt never problem with Bazee sellers but felt the bitter experience with ebay I wrote Gautam Thakkar and sapna. I sent email. I sent registered letter to ebay for taking action against fraud ebay seller "Vamsi_shar" to whom I made payment of Rs. 35000/- for a Laptop but item not received.I sent all email documents exchanged with ebay seller but ebay team is not taking any action except barred sellers ebay account. How can I get item or get refund ? Help me

You can go to the site map and under Buyer tools click the link "Item Not Received or Significantly Not as Described Process".

Then do as described there.

It would help solve the problem.
