The seller can charge you only the final sale value + shipping. In some cases they may also charge for some insurance if it has been mentioned in the listing. The sellers are not permitted to charge for listing charges.
Actually there is no listing charges in eBay India apart from listings related to Mobiles etc. The listing charge is very small. However, the seller may spend much more on promotions. Anyway, the seller can never charge any buyer those fees in extra. .
