I sold something for $170. My auction states I ship to the 48 states to contact me for shipping to AK and HI.
Someone from Peurto Rico with zero feedback and no confirmed address won the auction. She paid and I immediately replied and let her know I couldn't ship to her. I refunded the paypal money and opened an non-paying bidder dispute (assuming she would agree)
She disagreed so now I'm not sure what to do.
Can I still get my ebay fees back?
Can she leave me feedback?
Should I have just shipped to her. I felt it was risky since no feedback or confirmed address or seller protection.

Send a Unpaid Item: Mutual Agreement to Cancel the Transaction to your buyer.
Don't worry, you will receive the eBay Fees back.
Your can request your buyer to leave the feedback as you are prompt and refunded the total amount. ---------------

In this case the seller has already sent a mutual agreement and the same was rejected by the buyer.
Any mutual agreement should be offered only after informing the buyer about the situation and getting their approval.
