I would just mention in short, for other members who don't go into the details of the link provided by Rohit...........

Western Union don't recommend that you use a money transfer service to pay for online auction purchases. They are not designated to be a payment vehicle when doing business with a stranger.

I DONT THINK SO IT IS SAFE,WHENEVER YOU RECEIVE ANY MESSAGE FROM EBAY MEMBER,EBAY ITSELF SATES THAT Never pay for your eBay item through instant wire transfer services such as Western Union or MoneyGram. These payment methods are unsafe when paying someone you do not know.
IF EBAY DOES SAY THAT IT IS UNSAFE THEN WHY TRY SUCH PAYMENT OPTIONS
