To find out leading transporters in your area, you can get in touch with any wholesaler or retailer in your city and ask them which transporter do they use. They would be the best people to guide you. Every city had got scores of such transporters. By asking a few people you will know who are reliable and who are not.
For railway, you can contact Overnite, Blazeflash, DTDC, First Flight, Gati, Flyking, Professional etc. In fact all courier companies use both air and surface mode of transportation.
One way to contact eBay is through the contact us link. If you have not got a proper response from them you can try using Live chat. The link is there on the top right side of the homepage.
I see that you got one rating just today (10th Feb)The ratings take couple of hours to reflect in the total. Wait till tomorrow morning. If it doesnt, you can try the live help.

If you have mailed the seller and not getting any response, i suggest you try calling her. Many problems get solved by a 1-on-1 interaction over phone. If you cannot contact her even on phone, then file an SNAD ( Significantly Not As Described ). If you do not get a reply to that too, you can leave a neutral or a negative rating, depending on how strongly you feel about the situation.
If it is a high value item you can claim the money from eBay.
But before you do all this, first of all, check the description of the item on eBay. Has the seller mentioned the size ? If yes, is the size same as that of the item you received ? If yes, then i think the seller is not at fault. If there is a variation, you can follow the above steps.
Also important is to check the Guarantee/Warranty policies of the seller. And not to forget, check the ratings. How have other people responded to her products and services ? In online buying, its always helpful to buy from reputed sellers.

There are various Courier companies that offer you COD facility. Aramex is one that i know of.
Alternatively, you can opt for our Indian Postal Department. They offer VPP facility almost every where in India. You can contact your local post office for more details.
Once that is done,you have to just check the COD option while creating your listing. The buyers would then be able to place the order on COD basis.
One caution here is that in COD, parcels often return to you because buyers to not accept it. So you have to incorporate all these in the costing of your item.

If you are using Paisa Pay method, PaisaPay or eBay never intercepts your account number. You directly get connected to the bank and from there you transfer the amount. Hence your bank numbers are very safe.
If you have the seller's account details, you can also make the transfer to him directly.
Alternatively, you can ask the seller if you can deposit a cheque or cash directly in his account through the ATM. This method saves you the trouble of making the DD and couriering it.
