Laptop sent back twice for warranty reason, seller does not respond nor sen

Hello,

I bought an IBM Laptop (350$). I received the laptop with a
7 day warranty. When it arrived it worked well. I gave a positive feedback.
Then after two days, the harddrive stopped working. I contacted the seller,
he gave me an RMA number and told me to send it back, what i did
immediatly.After 25 days, a replacement laptop arrived which was fine other
than a shadow in the display which significantly decreases the value of the
laptop. I asked the seller what to do, he offered me $20 or the chance to
send it back in order to have a new LCD installed. I decided to send it
back, which was in the first week of December. I tried to contact him after
about 3 weeks. No reply. 4 days later i contacted again. No reply. Then
again this year twice. He does not reply to my requests.
I wrote him in my last message that i will contact Paypal/ebay if he does
not reply.
The item was purchased October 19th.Paypal answer was just a copy/paste segment from their general regulations.

Please let me know what can be done to help me.
