Dear bunnys2006 ,
1. What is an Importer Exporter Code? (i.e. is it an I-Card, or a plain document or just a simple number )
Import Export Code (IEC) is a plian document received from the concerned government authority. They allot you a unique number on this document. Its a permission to allow to to do import & export.
2. What are the benefits of IEC ? (i.e. facilitates custom clearance, provides duty free import and export or something like that etc. etc.)
Having a IEC is compulsary for doing export or import. By this number the authorities record each consignment which is going out side the country or coming into the country.
3. How do we use IEC ? (i.e. do we have to mention it in customs form, or write it on the envelope etc. etc.)
Yes, you have to mention the IEC number in the documents that are necessary for import & export.
You have to attach a copy of the IEC.
4. What are the basic procedures for shipping internationally ? (i.e. go to the Post Office with your parcel/envelope, then what ?)
If you want to ship your Items through Post Office then you may go through details of the workshop conducted by India Post on 21st Sept 2005

OR the workshop conducted by a Logistic Company UPS on 17th June 2005

5. What custom forms should be filled and where to get them from ?
You may get in touch with some custom agent for necesssary documentation. Or call a logistic company representative who would give you an offer and tell you the basic documents required.
Or you may go to the Post Office and send the Item yourself after filling the necessary form ( Go through the workshop for which I have given you the link)
6. Is Speed Post the best method for shipping internationally and what does it cost and what time it takes to ship to US or Europe ?
SpeedPost is quite economical if you want to ship small Items occassionally. For bulk shipping it may not be a viable option. Thats because it has a limitation of the Parcel size.
To give you an idea of cost to Europe....It would cost you Rs.675 for first 250gm and Rs.100 for subsequent 250gm plus Rs.50 for merchandise. So, if you have a parcel of 500 gm , it would cost you Rs.825.
The parcel reaches Europe in about 7 working days.
7. Can an Individual apply for an IE Code or only a Company/Firm can apply for it?
You may open up a properietorship concern and apply for IEC.
