why ebay created policy when they cannot follow it ?

Hi all
We sold one watch more then 1 month ago. Watch received by buyer working perfectly after using 2 month he said it stop working okay we are ready for replacement. we bear all the charges of courier. When it arrived it has crack whole on left side we send a mail to customer told them the situation and also mention as gesture we will repair and send you back. Now customer saying that send me new one or else I will leave negative rating( repair watch is already delivered). Now this is case of extortion we send ebay mail with entire email conversation the reply I got is amazing.
Like to share few line

what ebay do:-
"eBay is an exciting electronic marketplace where you can buy and sell
and where sellers and buyers can "meet" on the weB"
and the ebay executive telling me about postage and all..
we discussing rating he is sending me postage details..
either he does not understand.. or either I cant make ebay understand.
My question is
Is ebay follow there own policy ?
If yes then who monitor it?
Is ebay only for commission and fees?
Is there is any monitoring department to see what customer care executive replying ?
when ebay more then buyer seller required rating...
