non refund of money

dear ebay,
i had paid for a halogen heater vide paisapay id 23125896203. after the heater was not send to me by the due date, refund was initiated on 03 dec and was promised that i would get my refund of Rs 1699/- within three working days. i am yet to recieve the same.
now somebody please tell me, SHOULD I BUY AN ITEM COSTING SOME HEFTY AMOUNT FULLY KNOWING THAT NEITHER THE ITEM NOR THE REFUND IS GUARENTEED TO ME.
i would request ebay to please refund my amount. any further dealing of mine on this site would depend on priority i recieve.

Dont worry at all .. if refund is initiated you will get refund for sure ... refund goes to the source you used to pay ...your creditcard/bank account will get credited directly ..check your card balance or bank balance
