eBay bids if you win then item not sent and money refunded

I was stupid enough to get into the eBay bids
So I would win items at really low prices
After 2 month the items would not reach
I would file a case and ebay would tell the seller to refund the money and close the case and tell me to change the feedback to positive
This is unfair cause in a bid you win the item at a very cheap price
So the seller happily refunds that small amount and the case gets closed
Further eBay just does not care and instead emails me that now I should give positive feedback
Why ??? I keep writing I want the item not the refund
It's not fair

Two months is a very long time to report. Nothing can be done now. So look for other items on eBay.
