Waiting for refund since last 22 days over. No any response from ebay

Requested many times for valid identification of person who receipt the delivery. This item delivered after 5 days over to raise refund request. No meaning the such delivery to unidentified place or person by seller. its is clarified that item not shipped & delivered with in time line given by ebay. They are not responding on refund request confirmation.
