So-called Free T-shirt promised. Where is it?

I had made a purchase about a month and a half back (ID 28722530391) on which I was promised a T-shirt. Its almost 40 days and the so-called 45 day limit is fast approaching.
As per this site, there are too many people who are yet to recieve their free gift. Gives the impression of a scam run by e-bay.

Ebay is far below the expectations. They are over committing and cannot honour what they promise.... Customer Care is hopeless and pathetic.
