Shipping to column value different from billing

Hi
There is a shipping to column for products which displays whether free or any charges based in pincode. Even though for a lot of products it displays free, when we are in the final stage of shopping cart, it displays shipping charges. Can you look and resolve this difference?

When the seller lists an item as 'Free Shipping' within the city of seller's operation, then the free shipping logo is displayed on the listing page. When the buyer from another city purchases it, the shipping costs are displayed.

In any case, the buyer is always made aware about the shipping price before they make their purchase.

The seller can't change the shipping costs after the item is sold. If the seller needs to charge more, then he/she would do it by adding the amount in the invoice.

That is a bug in the ebay software, which ebay has been informed about years back but ebay has decided that it is not an important issue to deal with, so you will have to live with it.
