Seller refused to send item, Demanding more money to His bank A/c

Last night I posted details regarding this issue, but in the morning i found ebay has deleted this Post.
This is really ridiculous.
I talked to the customer care executive on this matter but she don't have to say more than "Mark an email or contact to the seller".
I contacted thrice since last day to the seller but he arrogantly refused to send the item until i pay the difference between Highest bid amount ie. Rs.9355 and Rs.14,000 to his Bank account.
Its a real pain as in the last 4 months this is third case when a seller has refused to send his item even after cleared payment. Nobody is coming to my rescue even its seems ebay is not interested to look after these issue as they are busy in deleting complains like this.
I am already in a phase of great financial crisis and now my Rs 9,000 in lag for 30 more days with PaisaPay, because of this i can't buy another computer as i needed it badly to complete my college assignments. Someone has stolen my laptop two weeks ago and this old computer part was only hope for me.
I won Item number:270752449379 under bidding format after waiting for 10 days.
I am feeling.............Humiliated by seller and now ebay as they have removed my post and don't bother to help me.
I just want speedy refund of my money and strict action against seller who are not interested to sell their stuffs and wasting our time. Seller has option to list his item either on "Buy it Now" or under Auction format with "Reserve Price" but he preferred not to ship his item citing he was expecting more.

why are buying from ebay.. jab tak sab thik chal raha hai tab tak ok hai. par ek bar teri aisi lage gi na ki firse kabhi ebay pe wapas nahi ayega. better to pay few hundred rs. more and buy from local market and save your self from all this nonsense.

I will not comment about ebay as I do not have sufficient information but one thing I can tell you that it is completely your fault in this matter. 100 of times we have said here in these forums that buyers please buy from reputed sellers of ebay but you people are greedy to just to save a few hundred rupees. Seller says motherboard has no warranty, if it is bad what will you do ? again send it back to him, will he take it back, CPU has warranty, will you send the CPU back to Guwahati for replacement, is there an Intel service center in Guwahati, will he provide you the bill which will get you warranty. Why do you fall for such things I don't understand and then come here crying. The seller just sells whatever he can get, he has only 14 +ve in the last 1 yr and has no items for sale at present, why buy from such sellers. There are hundred better sellers on ebay who are based in Mumbai or Delhi and are Intel dealers, buy from them.

Please tell how you have paid him, by Paisapay or his bank account. Do not give any more cash than the bid amount by Paisapay only, report the matter to ebay, speak to customer care and do all correspondence by ebay mail only, no phone calls. Update details here.

Yeah i also feel that fault is mine, but please don't glorify Reputed sellers, i found on this forum that many reputed sellers have also bad history and many buyers are crying after deceiving by them even ebay don't take any stringent action again them, most of the time ebay award cases in favor of them because they have Thousands of feedback, most of the time these sellers sell their stuffs as much higher prices than local market.
Most of the time new seller with low feedback are selling their stuffs on Affordable prices to gain customers satisfaction, you can find most of the item i purchased are from small seller, even i can
say that its nothing to do with Reputed or small seller but ebay's some policies, those are unnecessarily illogical.
Like in my case i am going to wait for 15 days without any reason, even seller has confirmed that he is not going to ship and i also shown my interest for refund (I did it because ebay don't have any policy or method to force Seller to ship this order even in India as per Indian Contract Act 1872, Buyer is eligible for compensation in such type of cases, but ebay is not able to protect buyer's interests and rights)
Anyway i was looking for some Old computer parts hence placed my bid as your "reputed seller" don't sell old items.
Now i feel that its not the fault of seller but its ebay who don't have any system to safeguard us in such situations.

Safe guarding yourself is in your interest, even if you go to the market you get price variations but you should know what to buy and at what rate, you have to determine the genuineness of the item. I do not agree with your view of reputed sellers, as a thumb rule reputed are in a much better position to offer you pre and post sales service and better stuff at good pricing because of their huge inventory, yes there will always be exceptions to the rule but then nothing is fair in this world. You have to protect yourself in the end.

AFA the present seller is concerned, you can leave a negative feedback for the seller if he does not honor the deal and you can open a case against the seller. Options are many, you have use it properly.
