Seller is not shipiing the item and Ebay is not refunding the pmt

Hi I placed an oreder on 30th sept....seller could not ship the item till 10th oct...ebay initiated the refund procerss and put it on hold. and after that no information it is already 22 days gone since the SYSTEM opened the case.
May I know What Ebay system is doing?
