Refund on Hold

First time I did some transaction with ebay & it is worst experience. I bought an item (Apple Iphone 4) and made payment through paisa pay. Seller has entered wrong (incorrect) shipping details (Courier info for tracking shipment). When tracked through entered AW Bill no it showing some other place of delivery with some other person's name. I requested refund on paisapay on 27th Oct but refund was put on hold by ebay. Since then, its almost 11 days but there is no further proceedings from ebay side. Status is same (refund on hold) and even on repeated request to ebay customer service center, there is nothing much positive response from their side. I tried to contact seller also but he is nonresponsive.
Please suggest what to do in order to get back my paid money.
