PaisaPay rejects payments of genuine customers

One of my customer (bpsms_in1) has made an order for high value product in which his payment was rejected twice.

I think its high time Ebay takes care of this problem. Even i am suffering from this , Payments of my buyers were also rejected twice and the reason given was buyer not contactable while i could contact the buyer myself,
and payment as low s 1500/- also goes to verification,
Ebay needs to do something about this or the whole idea of credit card payment being instant is lost
