Paisa Pay refunds complaint no:1-2147045364

A paisapay refund was done by ebay on Nov22 due to non-shipment of item by seller.More than a month later and multiple on-line chats ,there is no money credited to my credit card and the EMIs are still being charged.
I have sent the credit statement to paisapayredunds@ebay.in and still nothing happens.

What is the other recourse including legal.

Looks like so many people are having problem with paisa pay refunds.
Is there any ebay person reading this message board ?

This is getting very irritating.
The ebay online cust suppot chat just logs out after keeping you waiting for 20-30 mins.
There doesn't seem to be any way to get to anyone to resolve a issue.

Is the CEO of ebay india listening or he/she too is hiding behind a firewall.
