A buyer who gave you a negative has 22 rating and should be considered as reputed buyer... Normally experienced buyers doesn't leave negative without making payment. This doesn't mean that you have received the payment.
I have faced few issues with the PaisaPay. Buyer makes the order, pays through PaisaPay Online Bank Transfer. The Amount gets debited from his account and he thinks that payment has been made.
But we sellers don't get the amount (even not visible in pending balance) and no PaisaPay ID to follow up. So we assume that buyer has not made the payment..
This problem usually happens if the buyer is making payments through paisapay and has low speed internet connections.
Contact the buyer over phone (if possible) or through email. Has he said in the feedback that he made the payment, Ask him to give the details of the transaction (from the bank which he paid through PaisaPay).
Also guide him to contact the PaisaPay team so that the amount will be credited to you or gets reversed to him..
Tell him the exact issue and request for mutual withdraw.
If he has not paid and making fun of honest sellers, then he is not at all deserved to be in eBay Community.
