I am trying ebay's phone and also chat option but none of it is responding... just keeping me on wait and the wait time gets increased.

I have not received the item i have purchased and also claimed refund but it is not refunded yet. very poor service by ebay as i purchase a lot of items on ebay and other online sites. this is very poor.

it takes time to get your refund back. one of my buyer has waited for 20 days to get the amount credited to his account.
if you haven't done opening a case going to resolution center, please do it now. it is easiest and you don't need to wait on phones or chats.
