No Response from ebay on emails since 5 Oct

We have been waiting a response on the below email sent by us on 5 October.

Hello,

We have received mails from your side that states the below message:

"An amount of Rs. 100.00 has been debited from your PaisaPay account for the following reason: Penalty charges as per Paisapay refund policy".

Since our Paisapay account was on hold, we didn't recieve a huge amount due, more than 1,00,000, from your side, due to which we couldn't ship the products to the buyers. We had sent so many mails and spoken number of times with your teams to remove the restriction on Paisapay so that we could at least ship the items to our waiting buyers , but no consideration was given from your side.

Therefore, we had to go on vacation mode during those days. Additionally, were also not aware of penalty charges.

Therefore, we request you to reconsider and remove the penalty from the Paisapay ID's for which penalty has been charged.

When no consideration had to be given by ebay, where this issue is occurred due to Paisapay amount not released in time, what took ebay 12 long days to respond to the email?
