Latest excuses by buyers for not paying money

Recently I have come across these excuses by buyers for not paying money,
1)I cannot fine any online payment method (where did paisa pay go?)
2)The payment getaway is not working.
3)I don't prefer offline payment methods.(buyer had to pay only Rs.45)

but i found one problem. I sold an item on ebay .com. An Indian buyer won the bid but he is unable to pay as he cannot pay in dollar quoted with in India.
How can he pay in Indian Rupee?
is there any way ? he tried ebay .in help but no help .

Dollar is converted into INR. He has to pay through Paypal. It may be a excuse he is not able to pay in INR. I don't feel so.
