Item not received, ebay suspended my account after purchase, not refunding

Ebay can not become blind.
Millions of customers trust on Ebay because they don`nt know seller personally then if seller makes dispute where they can appeal ??

YES Item was 250 gm Gold Bar Bought from US Ebay. Through payments method provided by Ebay - Skrill ( moneybookers ).
It was payment gateway like paypal.
Item price was 11100$ - 7 lakhs approx.
