Item not received. Seller not responding !!!

I purchased the item no. 260831122007 around mid August. Shipping was expected in 8 weeks time. However it was never received. I sent several messages to seller regarding shipping status, he never bothered to reply. Since the transaction is more than 45 days old, I am not able to raise the dispute on ebay site.

I need the refund. pl help.
