Fake bidders created by buyers (not sellers)

Ebay has policies against shill bidding done by sellers and keeps looking for such instances.

What about similar thing done by buyers ?
What if a buyer wants to buy an item and sends personal email to the seller to sell the item to him at a fixed price. Seller however feels the value higher and opts to auction the item. The same buyer creates another user-id, logs in (using dynamic ip address) and starts bidding insanely high amounts on the listed item. The genuine buyers can't bid on it. The fake buyer wins the items but then refuses to pay. ebay marks it as payment not made, but this id was created for one time use only. Does it matter now? The result- seller is unable to sell the item and if not aware of such happenings settles for selling the item as suggested earlier by the buyer.

What does ebay do for this? Is ebay aware of such happenings ?

A habitual nonpaying buyer has 4 IDs and has bid on my 38 items:37 stamps and an old cancelled debenture. I dont know what to do. This feedback policy is a killer. I have stopped listing at eBay India because of this buyer. Who will take the risk of 38 negatives? It is better to pay FVF and keep silent. I dont trust eBay India at all in this respect. They promise you,all sweet talks,but will never help you out of trouble. My nonindian buyers at other sites are very good. They are after all gentlemen.

Fake bidders created by buyers (not sellers)

I saw this with a couple of listings I was interested in buying (one laptop and one camera accessory). Later I felt the same in one of the items I put up for selling.

I wrote to ebay but got replies from customer care teaching me about shill bidding (by sellers) and few other such answers but nothing about the fake bidding done by buyers.
