Fake Free Shipping msgs

Hi,
Recently I won a item which has displayed as free shipping to my PIN code (display as free shipping to xxxxxx). I checked the item and item location is Jaipur and seller location is Mumbai. So I bid and WON.
But now problem begins here. Seller said that he is from Mumbai so he will charge for shipping 251 Rs for the item which I won in 51 Rs.
When I said ok ship to mumbai address then he said that item location is jaipur so shipping cost is applicable. Later when i asked him who may eligible for free shipping then he said he can't ship to mumbai as my address is jaipur in ebay.

This is totally disgusting and waste of time. Seriously ebay should take action in this type of matter as it totally washed out the image of ebay form my mind.

As per ebay policy he is supposed to ship to your registered shipping address on ebay only. U should have changed your shipping address in ebay - My Account page to the address u want it shipped to.
Supppose he ships to the desired Mumbai address of your choice, a Cheat buyer ( im not saying u r a cheat dont worry) can hold the seller accountable as per ebay rules and claim full refund as item was not shipped to the ebay shipping address. That would leave the seller vulnerable.
