Ebay policy biased against sellers

Hi,
I have been a seller on ebay since 2009. Most sellers will agree that there are tons on non paying buyers who simply don't care. I followed ebay policy and used to send a " cancel transaction request" however buyers don't bother to cancel the transaction too. then I used the "unpaid item" case to ensure I don't have to pay ebay for a sale that never happened.
Some idiot at ebay then put a ristriction on my account saying that i raised 6 unpaid item cases in 30 days.
Obviously if there were that many unpaid cases I would raise that many cases. they say they are making ebay "fun" and "safe" from whome I beg to ask?. fun to just bid and no pay ? safe from me a power seller?!!! or safe for me?!!
