I didn't received an item even after paying the complete amount of the same.

didn't received my item ,when i am contacting to seller his mobile has switched off or he is not picking my phone almost 15 days has over but still i didn't received my item.
i have to go some other place but he is not responding on this issue .
pls do the needful regarding on this issue.
