Cheated by a vendor

I had paid Rs. 7151 towards the cost of a Nokia NGage QD phone to one of the seller Abhi5577 of Maharashtra.I made the payment thru ICICI bank to his account on 28th May 2005. Till date he has not shipped the product, but is giving vague replies on email. Guide me on how to solve this issue. I spend about Rs. 40,000 pa on online shopping. This will leave a bad impression on Ebaying with me and my friends.

Although my problem is not as great as yours, I bought a Nokia Ngage from Tataonline. He was supposed to enclose a free gift for which the precondition was that i should give him apositive rating. I did that even before receiving the item. It was a used piece and came with the part of the plastic cover and charger in broken condition. He claims that the free gift was enclosed in the package. I have raised a dispute but he is just not replying. I'm stuck too.
