Hi,
Anyone paying thru ebay using paisa pay can get the entire paid amount refunded (-Rs.50).
Its better to be cautious but that does not mean that everybody from Punjab will cheat. I had some good transactions with sellers from Punjab. However, those were related to gems and not Laptop. .

I think you haven't read the message properly. I mentioned about Laptop sellers with details of this seller. I never said all the sellers from Punjab.

I also got cheated by a user from Bathinda, Punjab (user id: jorden_technologies )
I went through the proper channel; I won the bid and send the payment. Then the seller started saying excuses(charger need to be replaced, I will send tomorrow ...)

That too ebay allowed him to list a high value item without even having his contact info!

Can't ebay help me recover my money?

It seems that jorden_technologies and lalit_ldh are the same person as the bank account name of "PRADEEP KUMAR" Bhatinda was used by both the ids.

Keep your eyes open for a new id which will not offer Cash on Delivery and lure customers with super low prices.

Get together and file a joint complaint to your nearest cyber crime cell.

To recover your money:-
First of all you both open Item Not Received Dispute asap. Keep the proof of payment sent. Then go for Buyer Protection Claim. Check the link for details:

These buyers have made payments via online transfers and direct Bank deposits which is not covered in the Buyer Protection Program.

So far my knowledge non PaisaPay payment also protected upto Rs. 10000/- and PaisaPay payment is upto Rs. 50000/-. Someone from eBay may confirm this one.
